New Year Bonus shall not be debarred from sharing in

the compensation receivable by the higher-paid staff

of that department in respect of seasons of special

pressure.

Secondly the additional revenue which

would result from the suggestion in clause (g) of

paragraph 88 may prove not to be commensurate with the

amount of dissatisfaction aroused and I should prefer

to have a free hand on this point.

The recommendations in paragraph 97

regarding certain classes of Subordinate European Staff

are in my opinion wholly equitable and likely to improve

the standard of service in those ranks. In view,

however, of the present financial position, I hardly

feel justified in supporting the immediate adoption of

the scheme and would ask authority to bring it into

force only when a more satisfactory budget position has

been achieved.

Paragraph 98 of the report deals in

clauses (a) and (b) with two other cases of mistaken

application of the new scales, similar to those in

paragraph 53. In these cases the drain on the officers'

salaries of a refund will be aggravated by the artificial

conversion rate now in force for sterling salaries and

I agree with the Committee that refund should be waived.

The third section of the report does not appear to call for comment, but I would ask covering

sanction for the proposal in paragraph 100.
